EFFECTIVE USE OF INTELLECTUAL CAPITAL AND KNOWLEDGE GENERATION SYSTEM IN UKRAINE
Abstract
The relevance of the topic is due to the fact that the knowledge generation system in Ukraine should be able to respond flexibly to the new global trends and needs of the national economy and society, to ensure close interaction between the sphere of basic, applied research and the higher education sector, as well as to effectively commercialize new technological solutions. The purpose of the article is to develop the basic elements of the approach to assessing the level of development of the system of knowledge generation and efficient use of intellectual capital in the current conditions in Ukraine. To achieve this goal, the following tasks were solved: analyzed in Ukraine and in comparison with OECD countries as a whole investment in knowledge; the number of higher education institutions and the number of persons admitted to higher education institutions in Ukraine in the dynamics for the years 1990-2018 are analyzed; the number of employees involved in carrying out research work and compared with relevant EU countries data is analyzed; the number of young people participating in international educational displacements is analyzed; identified trends that may adversely affect the effective use of intellectual capital in Ukraine. The scientific novelty of the obtained results is the further development of the basic elements of the approach to assessing the level of development of the system of knowledge generation, namely analyzing the development and functioning of the system and identifying trends. According to the results of the research, it was concluded that Ukraine's position in the system of world economic relations depends, first of all, on the effective use of intellectual capital, which provides the foundation for a new technological and economic structure of the national economy and creation of conditions for the formation of a new economy. At the same time, the results of the analysis showed that Ukraine is generally lagging behind the OECD countries in terms of investment in knowledge. It is stated that certain problems directly influence the system of knowledge generation and make it necessary to accelerate the process of reforming the whole scientific sphere and innovative development by creating a real national innovation system and a modern system of knowledge acquisition and dissemination.
