MAIN BARRIERS AND OPPORTUNITIES FOR THE RECOVERY AND DEVELOPMENT OF THE ROAD TRANSPORT MARKET INFRASTRUCTURE
Abstract
The article identifies the key barriers to and opportunities for the recovery and development of the road transport market infrastructure, which is a vital component of Ukraine's transport system. The article aims to identify the main barriers to restoring road transport market infrastructure and to substantiate opportunities for its further development, taking into account the current operating conditions of Ukraine's transport system. The following main groups of barriers are identified: military and security-related; financial and economic; infrastructural and technical; regulatory and institutional; social and personnel-related; and environmental and climatic. It is found that these barriers do not operate in isolation but form a system of interconnected constraints. Military risks exacerbate financial problems, resource shortages slow down technical modernization, and institutional and personnel constraints affect the timelines and effectiveness of project implementation. National and international initiatives regarding the recovery and development of Ukraine's road transport market infrastructure are analyzed. The National Transport Strategy of Ukraine is identified among the former, while the EU–Ukraine Solidarity Lanes, the Connecting Europe Facility, the Solidarity Lanes road network improvement projects, and Ukraine FIRST are identified among the latter. A gradual shift in international support is noted – moving from addressing immediate transport connectivity needs to the long-term recovery and modernization of Ukraine’s road infrastructure. Key areas of focus regarding road infrastructure have been identified. This has provided a foundation for formulating opportunities aimed at overcoming the corresponding groups of barriers. The National Transport Strategy defines internal strategic guidelines for transforming road infrastructure, whereas international initiatives complement these with financial, investment, technical, and institutional opportunities. Their combination creates the prerequisites for transitioning from the restoration of damaged assets to the systemic modernization of road transport market infrastructure and the gradual overcoming of identified barriers to its development.
