DEVELOPMENT OF THE SMALL AND MEDIUM-SIZED ENTERPRISE SECTOR IN UKRAINE: STRUCTURAL TRANSFORMATIONS AND MACROECONOMIC EFFECTS
Abstract
The article examines the development of the small and medium-sized enterprise (SME) sector in Ukraine, taking into account structural transformations and macroeconomic effects. It is established that despite significant growth potential and opportunities for active development, the sector demonstrates limited ability to increase competitive potential and does not use available resources effectively enough. The analysis of basic indicators showed negative trends in the SME sector of Ukraine, which intensified with the beginning of a full-scale war, in particular, a reduction in the number of small enterprises by 23.8 % and medium-sized enterprises by 20.5 % in 2020-2024. At the same time, the number of individual entrepreneurs increased by 4.0 % due to the need for forced self-employment of part of the population and internal labor migration. It is found that employment dynamics are characterized by periods of recovery with subsequent significant reductions under the influence of crisis phenomena, especially in 2014 and 2022, and the hiring of workers by individual entrepreneurs has decreased to 32 % since the beginning of the war. The volume of sales of the SME sector increased in 2023-2024, however, inflation exceeds the growth rate, which indicates structural inefficiency and limited resource provision. It is concluded that the SME sector retains a significant macroeconomic impact, providing 55–70% of GDP and maintaining the stability of the domestic market. At the same time, microenterprises and individual entrepreneurs face organizational, resource and personnel limitations, which do not allow them to create new jobs, scale their business and actively introduce innovations. The results of the study emphasize the need to implement targeted state policies to eliminate structural imbalances, increase competitiveness and ensure sustainable development of the SME sector in the post-war period. Key areas and tools of state regulatory support have been identified to preserve human resource potential, reduce financial risks, and prevent systemic, structural, and institutional, and organizational deformations in the SME sector.
