STATE REGULATION MODELS OF SOCIAL AND LABOR RELATIONS IN THE MODERN ECONOMY
Abstract
The article analyzes the evolutionary trajectories of state participation in the sphere of social and labor relations based on a comparative institutional approach. The relevance of the study is due to the need to assess the effectiveness of state models in ensuring the stability of social and labor relations in the context of structural changes and recovery after the crisis shocks of the war. It is revealed that modern models of regulating social and labor relations were formed on a common industrial foundation, but since the end of the 20th century they have undergone multidirectional transformation under the influence of globalization, the crisis of the Fordist model and post-socialist reforms. The methodology of comparing models of state participation based on key macroeconomic indicators is applied: economic productivity, employment level, resilience to crises, social differentiation and the speed of structural modernization. It is found that the coordination-partnership model provides high institutional stability and smoothing of social risks, the market-adaptive model contributes to the flexibility of social and labor relations and increased productivity, and the transformation-compensatory model combines state intervention with compensatory mechanisms in periods of structural shocks. The limits of universalization of models are summarized, it is shown that none of them is a reference, and the transfer of institutions is carried out taking into account national characteristics and previous transformations. The need for a temporary strengthening of the role of the state in Ukraine during economic recovery is shown. The need to combine the coordinating, market and compensatory roles of the state to ensure economic stability and structural adaptation is proven. Further research is recommended to analyze the effectiveness of the phased combination of state regulation and market mechanisms in the post-war economic recovery.
