DEVELOPMENT OF FINANCIAL MONITORING MECHANISMS IN THE BANKING SECTOR OF UKRAINE
Abstract
The article provides a comprehensive study of the development and effectiveness of financial monitoring mechanisms in Ukraine's banking sector under conditions of increased financial risks, digital transformation, and the growing complexity of financial crimes. The research is based on a systematic analysis of regulatory frameworks, scientific approaches, and practical tools used in combating money laundering and terrorist financing. The authors substantiate that the intensification of digital financial services, including remote banking, electronic payment systems, and cross-border transactions, significantly complicates the control over financial flows and creates new channels for illegal financial activities. Particular attention is devoted to identifying key components of the financial monitoring system, including customer identification and verification procedures (KYC), risk-based approaches, automated transaction analysis, financial network analysis, interaction with state regulatory authorities, and financial risk management. The authors develop and systematise a conceptual framework that reflects the functional interdependence of these elements and determines their role in ensuring transparency and security of financial operations. It is proven that the effectiveness of financial monitoring is achieved through the integration of organisational, legal, and technological instruments that together form a holistic system for the prevention and detection of financial offences. The paper advances an authorial approach to assessing the quality and effectiveness of financial monitoring mechanisms, emphasising criteria such as timeliness, accuracy, adaptability, transparency, and compliance with international standards. The study reveals that the implementation of advanced digital technologies, including big data analytics, machine learning algorithms, and automated anomaly detection systems, significantly enhances banks' ability to identify suspicious transactions and minimise operational risks. At the same time, the authors identify key challenges, including the increasing sophistication of money laundering schemes, the use of digital financial instruments, regulatory changes, and the need to balance effective monitoring with customer data protection. Based on an analysis of international practices and their applicability to the Ukrainian context, the authors propose directions for improving financial monitoring systems, including harmonising national regulations with global standards, optimising resource allocation, strengthening cooperation between banks and public authorities, and developing human capital in compliance functions. The findings confirm that continuous modernisation of financial monitoring mechanisms is a critical prerequisite for enhancing financial security, ensuring the stability of the banking system, and fostering trust in financial institutions in Ukraine.
