ADAPTATION OF THE INSTITUTIONAL MODEL OF PUBLIC ADMINISTRATION TO THE REQUIREMENTS OF ENTREPRENEURSHIP DEVELOPMENT IN UKRAINE
Abstract
The article is devoted to the study of the transformation of the institutional structure of the central executive body responsible for the formation and implementation of state economic policy in the period 2000–2026. An analysis of regulatory legal acts (the Law of Ukraine “On Central Executive Bodies”, resolutions of the Cabinet of Ministers of Ukraine No. 459, 504, 903, 1653) was conducted, which determine the status, powers and functional content of the Ministry of Economy and its successors. It was established that the transformation of the ministry was not linear, but cyclical in nature, manifested in the alternation of stages of functional delimitation and institutional concentration, which directly affects the balance of state management of entrepreneurial activity. Special attention is paid to the current stage (2025), when the areas of economic development, entrepreneurship, agrarian policy, and the environment are concentrated within one central executive authority – the Ministry of Economy, Environment and Agriculture of Ukraine. Based on the comparative indicators of the Eastern Partnership countries (SME Policy Index 2024), it was determined that Ukraine has a relatively strong position in the field of the operating environment for business, but it needs to strengthen institutional capacity and develop bankruptcy and “second chance” mechanisms. It is substantiated that the development of entrepreneurship is gradually transforming from an auxiliary tool of economic policy into an independent integrating functional unit that ensures the implementation of economic, industrial, agricultural, innovation and environmental policies through the activities of business entities. Promising directions for improving the institutional model are proposed: introduction of a system for monitoring the effectiveness of SME policy, updating medium-term plans for supporting entrepreneurship, strengthening consultations with business, development of digital tools for regulatory interaction and adaptation to the principles of the Small Business Act and EU practices.
