CRITICAL ANALYSIS OF FACTORS INFLUENCE ON THE FORMATION OF THE INVESTMENT CLIMATE IN THE ECONOMY OF UKRAINE: THEORETICAL AND METHODOLOGICAL POSTULATES

Abstract

The multidimensionality of the conceptual foundations of the fundamental economic categories necessitates the introduction of a complex of transformational economic transformations in terms of taking into account innovations in ensuring a high level of investment attractiveness of the country’s economic system. Economic shocks in Ukraine, which are a consequence of active hostilities on its territory, have created the need to introduce innovative structural shifts in the economic system. The corresponding trend not only complicates a comprehensive understanding of the situation in the state’s economy, but also significantly reduces the level of investment attractiveness of the national economic system, reducing the overall assessment of the investment climate of the national economic system. In today’s difficult economic conditions, it is necessary to conduct a comprehensive critical analysis of the factors influencing the formation of the investment climate in the economy of Ukraine in the context of theoretical and methodological postulates and the innovation paradigm. In the conditions of modern development of the world economic system, characterized by globalization of international cooperation and integration of production, financial, scientific and technical and other spheres of business, sustainable development of states is achieved by combining two main goals: focusing society and state administration institutions on the needs and requirements of the person, which ensures the social and cultural sustainability of the development of the state, and focusing on economic growth, which provides the basis for investment and systemic development of the state. Under these conditions, Ukraine has a range of investment advantages that ensure interest for investors in the implementation of projects and programs of the macroeconomic level. In particular, the state is characterized by a large domestic market, significant investment potential in the field of agro-industrial support and a favorable geopolitical location that connects the countries of Asia and Europe, ensuring the supply of goods. The range of unresolved problematic aspects of the macroeconomic level is increasing due to constant economic problems, and the search for an effective mechanism for managing the investment climate of the national economic system is made impossible due to constant economic fluctuations, the outflow of foreign capital, the cessation of financing of investment projects and programs at the state level, etc. At present, many states have become «investment outsiders» in the context of post-industrial criteria and parameters. An additional factor complicating the relevant economic situation is the conduct of active hostilities on the territory of Ukraine, which causes the postponement of the implementation of a range of investment projects and programs at the national level.
